Cloud-AI prohibition
Government work, defense contractors, financial services WISP requirements, regulated industries, or internal policies that prohibit third-party AI processing of work product.
The blocker
Foxit Smart Redact routes extracted document text through both Foxit's AI on AWS and Microsoft's Azure AI Language Service. Even with encryption in transit, the text leaves your environment for two cloud AI services. Foxit does offer an off-grid mode, but only in its Enterprise Smart Redact Server, not in the Editor+ plugin.

PII Anomalyzer's on-device AI keeps document text on your device. No cloud AI in the document path means no AI vendor to put through contract or policy review.

Foxit's Smart Redact Security Overview is unusually thorough. They describe the workflow, name the cloud providers (AWS and Microsoft Azure), explain the ensemble approach, list every detected entity type, and document the zero-retention policy. The security posture is real and disclosed.
If you stay within the 50-document quota and also want a full PDF editor, Foxit PDF Editor+ at $159.99 is a sensible choice. Past 50 documents, you buy additional plans in the app on top of that. PII Anomalyzer's $249 a year has no document limit.
The architecture is the actual question. Foxit Smart Redact ships your document text to AWS and Azure for AI analysis. Foxit's Local AI mode keeps some other AI features on your device; Smart Redact is not among the features Foxit lists for Local mode. PII Anomalyzer ships the AI to your computer. The right choice depends on whether your threat model includes "two cloud AI services processing my document text."
